The Standard Transit Procedure
Goods travelling by road from Türkiye into Europe are placed under the transit procedure before they cross the border; under this procedure the goods move under customs supervision from one customs office to another, while the duties on them are secured by a guarantee until the load reaches its destination. In the standard flow, the load is taken to the customs office of departure, where the transit declaration is opened and the vehicle is sealed before it sets off.
Authorised Consignor Status
An authorised consignor is a company that the customs authority has authorised to carry out these transit formalities at its own premises. At such a facility the load is not taken to the customs office of departure; the transit declaration is opened at the company's facility, the vehicle is sealed on site and departs directly from there.
The status is granted by the customs authority subject to specific conditions, and the authority continues to monitor compliance with those conditions after the authorisation has been issued. In line with this, an authorised consignor facility operates under customs rules and every operation carried out there is recorded.
Authorised Consignee Status
At the destination end of the journey lies authorised consignee status. An authorised consignee is a company that can receive goods under the transit procedure at its own premises and close the transit declaration there, so that the load need not be presented separately at the customs office of destination. Where both statuses are in place, the entire transit operation is conducted between two facilities, with the declaration opened at one and closed at the other.
Implications for Shippers
The most visible implication for shippers is the change in where customs formalities take place. When the load arrives at the facility, the documents are checked, the declaration is opened and the vehicle is sealed, with no separate stop at the customs office of departure; as the same team handles each of these steps, a single point of contact is available should any matter arise during the process.
The transit procedure requires a guarantee.
Our Facilities
We operate 4 authorised consignor facilities in Çatalca, Kapıkule, Nuremberg and Ratingen. For loads leaving Türkiye, the transit declaration is opened at our own facility in Çatalca or Kapıkule. Nuremberg and Ratingen also hold authorised consignee status, so for loads bound for them the declaration is closed on arrival, again at our own facility.
Further details on each site are available on the Facilities page, and the services provided on the customs side are described on the Customs and Transit page. Short definitions of the terms used here can be found in the Logistics Glossary.
